The new rule will be; Soviet tanks can move their full amount and fire but get a +1 to hit. This stacks with the +1 for RoF1 guns who move then shoot! It does not effect MG fire in anyway so you can finally run down fleeing krauts and MG them all to death.

I suppose it's no better or worse really than the old version, just different. At least it allows a small chance of getting flank shots on nasty stormtroopering panzers!
